Accessing System Overview in read only

Request for Feature Enhancement (RFE) Summary: We were able to enable for a read-only administrator almost all monitoring dahsboards that are located under the "Operations" menu of AEM administration site (on premises installation): Health Report, Monitoring, Diagnosis, Jobs, .. 

However we are not able to enable in read-only the System Overview dashboard.
Is there a specific permission we must apply, otherwise would it be possibile to implement it? 

 
Use-case:  
Current/Experienced Behavior: Only Administrators can access the "System Overview" dashboard 
Improved/Expected Behavior: Read-only Administrators should be able to access it to
Environment Details (AEM version/service pack, any other specifics if applicable): AEM 6.5.8
Customer-name/Organization name: Gruppo Intesa Sanpaolo - Direzione Sistemi e Servizi

Try creating a user which belongs to both operators and author group.

And remove rep:write permission for created user from /libs/sling/distribution/settings and /conf paths.

 

Login to author site with user created above and try to modify different monitoring dashboard present in "System overview"
