AEM Forms on JEE server license

Hi,

• AEM Forms on JEE stack license is enough to create , activate and host aem forms or it needs the help of aem sites and assets to function (like assets help and basic aem sites features) ?
• If AEM forms on JEE stack needs aem sites and assets, will the forms license come with basic features of sites and assets to function?
