Can we provide Workflow execution access if a user has restricted write access for specific dam path?

Path - /content/dam

User has write access
Specific path - /content/dam/<org>/folder1/folder2/

User is restricted from write access

Workflow execution option is visible in root Path, however it isn't available in restricted path. We want to provide workflow access to all irrespective of their folder access. How this can be achieved?
