Dispatcher for Apache 2.4 on Windows?

Is dispatcher module available for Apache 2.4 on window now ? There is Apache 2.4 binary available for Windows now.

we are in 2018 and still it does not sound like there is dispatcher module for the 2.4.XX version.

I don't think Apache plans to release a binary for Windows. They do provide the source that can be compiled though. 

So what you're saying is anyone with a windows environment will be limited to Apache 2.2, presumably forever because Apache will not be releasing a 2.4 binary... Is this correct? 

EDIT: Also, just to clarify, Apache does not distribute ANY 2.4 official binaries. Any binaries that are linked from their site are from a third party... why do these other environments, in this case, have a dispatcher release for 2.4 but not windows?
