Do you need to export separate versions of a single article file for Android, Ios & Windows?

If I have a fixed InDesign layout that is exported as an article for iPad can I also use that article for android and windows tablets with the new DPS 2015?

No. They scale nicely.

In DPS 2015 you don't build content for specific platforms, you can setup a project to deliver to phone and/or tablet -- this is not platform-centric. It is based on device class.

And as Bob says, content now scales to fill the screen.
