Does AEM/Target Support non-Adobe Mobile Apps?

Can the personalization features of AEM/AAM/Target be used to feed triggers of some sort to drive content and offers in a mobile app if that app is not being built on the AEM Mobile platform?

You can manage native apps and hybrid app through AEM Mobile capability. You can refer following docs and github posts.

YOu can pull the mobile App into AEM. If you are building the app with a framework like ionic framework, this can be done. See this article to learn how to drag and drop a mobile app into AEM:
