What is the best way to create language copies for my experience fragments?

For example, would it make sense if I make the variations as language specific?
/content/experience-fragments/we-retail/marketing-card/master
/content/experience-fragments/we-retail/marketing-card/en_GB
/content/experience-fragments/we-retail/marketing-card/ar_AR

 

OR would I create 2 completely different experience-fragment like this?
/content/experience-fragments/we-retail/en_GB/marketing-card/master
/content/experience-fragments/we-retail/ar_AR/marketing-card/master

As experience fragment are content you can follow the tenant segmentation:

<tenant>/<region>/<language>

so your content will look like this

/content/<tenant>/<region>/<language>
/content/experience-fragments/<tenant>/<region>/<language>/...

this will ensure no one is confused where things are and why.

As experience fragment are content you can follow the tenant segmentation:
