Request for Feature Enhancement (RFE) Summary: We are using multi tenancy. In the cloud configuration can't able to see any child tenants if we are not configuration any cloud configurations in the root folder.
Use-case:

We are using multi tenancy. In the cloud configuration can't able to see any child tenants if we are not configuration any cloud configurations in the root folder.

 
Current/Experienced Behavior: In the cloud configuration can't able to see any child tenants if we are not configuration any cloud configurations in the root folder.
Improved/Expected Behavior: In cloud configuration need to able to see all child tenants if we are not configuration any cloud configurations in the root folder.
