navto to external articles/collections
In order to avoid a lot of testing time. Is it possible to open a collection/content via navto:// if that collection/content isn't a child of the top level collection?

Yes, that's possible and sometimes quite useful. If you link to an article that's not included anywhere in the TLC structure, the article will be loaded, and the Back button returns to the parent article.
