In 6.1 also i can do the changes.

Select the folder (click the Select option on header) -> click to "Folder Settings" -> change the title....  It is working fine.

I created a folder in Touch UI - it was created - but still not displayed. There are issues in 6.1 - so yes - a ticket is the way to proceed. In meantime - use Classic UI - it works nicely -- http://localhost:4502/damadmin

Yes! Moving page and renaming it from Classic UI is good option.
