Social Login Cloud Services configuration on Publish and Dispatcher does not Authenticate correctly for Facebook and Twitter

Using AEM 5.6.1...

I'm able to authenticate successfully using Facebook while in authoring mode.  Once the configuration is moved to the publish instance, the sign in doesn't ever bring up the Facebook website to authorize the app and it logs the user in as anonymous.  Also the popup window does not close itself in this case.  I did notice that when I would go to crx/de, my Facebook user would be logged in there.  Another strange behavior is that Facebook login was working until I applied the hotfix for twitter cq-5.6.1-hotfix-3408.

Can someone provide a list of steps for pushing Cloud Service configurations from author to production?  I've already followed the ones outlined here? http://dev.day.com/docs/en/cq/current/administering/social_communities/social_connect.html
