Tagging Namespace Access Right

I have a group of users who need the ability manage the tag library, when I access the documentation it say you need to be an administrator to add the namespace. But I am pretty sure that this is a privilege that can be added, but I can not find what needs to be added. Any suggestions?

Use "tag-administrators" group Or

Give modification rights to all the users for path  /etc/

This can be done in useradmin :- http://localhost:4502/useradmin

Tags can be created and their taxonomy modified by members of the "tag-administrators" group and members who have modification rights to /etc/tags.
