we foun the solve of the issue, we need to install this package AEM 6.4 Service Pack Release Notes.

It is a service pack with many issues solved and it works for my team,

    Hi

    The problem seems to happen only when the inline edit mode is used

    1. Open inline edit mode
    2. Launch fullscreen view

    3. All plugins should be shown
    4. Minimize fullscreen view
    5. Cancel edition

    6. Open inline edit mode again
    7. Launch fullscreen view
    8. Some of the plugins are missing

    Otherwise if in the 5th step the Save button is used the issue doesn't happen.

    I answered that other question. When you add the proper plugins - you will see this. I just tested:

    Hi,

    I have the same issue of the following link:

    RTE Plugins are missing in Core Text (V1, V2) component.

    But i don`t find any fix.
