What is the best approach for country-specific pages when there are only 1 or 2 variations between each?

We have a small site with approximately 300 pages.  We need country-specific content for only about 15-20 of those pages.  We are considering using MSM to create country sites and wanted to get community input on the best approach.  Would live copy with synchronization or blueprint with rollout make the most sense?  How can we automatically roll out the copy/children pages when we publish a change to a parent page without having them all go through workflow?  We only want children pages to go through workflow if the content does not match the parent.  Thanks in advance for any tips.
