Looks like Livecycle was deprecated and currently its AEM Forms Designer tool. Seems like this is the one that is used - https://experienceleague.adobe.com/en/docs/experience-manager-cloud-service/content/forms/using-communications/installing-configuring-designer
There was also a mention in Adobe summit last year that a web version of the same is in works.
If there is a need to create dynamic forms via designer, worth checking with Adobe account support if you have regarding that. Please share use case if any.
