Capping API

I'm trying to configure the capping API to limit the calls to an external system.

The system create the rules but when i'm trying to deploy this rules the system give me this error:

"errorCode": "ERR_AUTHORING_ENDPOINTCONFIG_2",

"error": "endpoint not whitelisted: please contact your administrator"

How can i whitelist this endpoint?
