Best way to count cookied contacts

I need to know the exact number of cookied contacts, before and after a certain campaign.
It is a number that in my organization reflects a kind of 'success'.

Anonymous IP isn't completely reliable...

Any proposals on the best way to calculate the cookied once?

People with non-empty Original Referrer have at least one associated Munchkin cookie.
