Blind form submit on non-Marketo landing page to get a Whitepaper

We are directing traffic to a landing page that has a whitepaper. We would like for known visitors to click on the asset and have the blind form submit in the background to track, they will then access the whitepaper without filling the form (just on a click).

For unknown visitors, we will like the form to show up so that we can capture their information. Is this possible on a non-Marketo landing page?
