Campaign Lead threshold approval filter

Client was wondering if there was a campaign Lead threshold approval filter within Marketo. For instance, if the campaign reached <5000 leads, it would need Person A for approval before it can get sent out. If the campaign reached >5000 leads, it would need Person B for approval before it can get sent out.
