Can a Program have a Goal / Target?

I know you setup Success Goals for leads interacting with a program, but is there a Program attribute like a target where you can set, say 80 successes, as a goal? Then a report that shows all programs within a filter and their progress to target?

My team is manually filling out a spreadsheet each week to update programs tracking to lead targets, and I'm trying to automate this process. They are entering in the number of leads captured, and the spreadsheet has the goal, so the % to goal is calculated. If Marketo could do a report with targets that we set then we wouldn't have to transcribe all the values into Excel.
