Can I update the communication limit to 1 email per 15 days? (twice a month)?

I think it's only X emails per day and Y emails per 7 days, so no.

You can use a smart list to exclude such people though:

Was Sent Email in Past 15 Days only once.

Or

Not Was Sent Email in Past 15 Days. would give you the people you want to send to.
