Communication limit - Ability to send an email 7 days later regardless of time

Previous to this global communication limit, I was using a [+1, wait 6 days, -1] flow step for the score called "Emails Sent in Past 7 Days" to manage each person's cadence since leads frequently fall through the cracks when segmenting for specific campaigns.

The reason I had to change the wait step to 6 days as opposed to 7 days is because of the varying send times. If I schedule Email 1 to send on a Tue at 8am, throttling the send based on states/time zones, I believe Marketo marks it sent at different times. 

Then if I want to send Email 2 a week later at 8am, for some of these leads, 7 days is not over until 4pm ET, which means the parameter for receiving two emails per 7 days ultimately excludes these leads from this batch.

If a lead receives an email on a Tue, the 7 day timer should refresh next Tue regardless of the time.
