Communication limits - remove Block non-operational emails choice

Has anybody ever wondered why you can set communication limits and then choose to set "Block non-operational emails" to no? This combination makes no sense, as it would result in absolutely nothing being done to enforce the communication limits. Would it make sense to remove this choice?

@katja_keesom - When I was in consulting I had a number of clients with an internal seedlist who would frequently meet communication limits. We setup a separate send campaign for the seedlist audience and ALWAYS chose the setting to "Block non-operational emails" to no. It has use cases - most I can think of are for internal stakeholders!
