Will need to pull the list of contacts that have been cookied/associated with a munchkin code. This will allow us to build a customised journey path to all those who have been cookied. Please advise.

There's no standard out of the box filter for "has cookie".  However, there are some interesting ways of highlighting people who have been cookied. First of all, of course web visit activities are logged in the person's activity log. Setting a filter on "visited web page" including all pages you cookied would be a good start. However, these activities are only kept for 90 days. To get around this, the elegant solution would be to create an interesting moment for these web visits. Alternatively, you could introduce a "web visit" score field. And there are several more options.

This thread from a while back actually has some interesting considerations from several participants: https://nation.marketo.com/t5/Product-Discussions/How-do-I-know-if-a-lead-has-been-cookied/td-p/80567
