Do users on a deactivated email on a stream move to the next active email on the stream?

If you deactivate an email/content in a nurture stream, it will not be sent during the stream cadence run (i.e., it will be skipped) - people in line to receive this content will get the next activated content. This'll remain consistent for both existing and new people - till the nurture content in the stream remains deactivated, it'll be skipped.
