Duplicate Records - How does Marketo pick which record to send email to?

Hi,
 
We have cases in duplicate records wherein 1 is tagged as Blacklisted and 1 as Customer.  How does the system picks which record to send the email to? Will Marketo based it to which segment they belong to (in our company's case, "Blacklisted" shouldn't be targted)? Or which record was first generated by Marketo (ID based)?

If they both qualify, it will send to the most recently updated.

 

If only one qualifies, then that's the one that is attempted. Marketo will not "fail over" to a lead that did not qualify.
