Enable to set the Marketo Program - SFDC Campaign sync through the API

The program API enables to create and / or update programs in Marketo. But setting up the sync between a program and a smart campaign is not possible.

So this idea is to have the program create and update API to enable to set the SFDC sync. It would take an input to either have the campaign created in Marketo or passing the SFDC ID of the campaign. If the campaign is created, the API would return the SFDC ID of the new campaign.
