We produce a hospital eNewsletter that we send out to patients and employees.  Does anyone have suggestions for engaging subject lines or best practices to follow when writing them?

I've always found Over 4 Million Subject Lines Tested. #1 Free Tool for Email Marketing - SubjectLine.com a useful website. There's a free rating tool which evaluates and scores your subject line based on length, words used, mobile readiness etc.
