Hi,

You are getting this message because your Marketo instance is having more then 1 person partition.  

The CSV you are trying to import must be having leads which are already present in some other partition & since a lead can exist in only 1 partition & can not be de-duped you are getting this error.

If you feel you have a business use case that may necessitate having duplicate records with the same email address, please contact Marketo Support.
