Flow Step Choice Numbers - do they start at 0?

Do flow step choice numbers start at 0 in the activity log?

For example, if in the actual Flow Step "remove from SFDC campaign is" is choice 4, but in the activity log it shows up at choice 3.

A bit confusing if true, but wanted to confirm

Believe that's right.

0-based on the back end, like in most of IT, but 1-based in the UI for user friendliness.
