Form fill by person not in database
If I create a form, and someone who isn't in our database fills it out, what will happen? Will Marketo capture that and create a new record?

Yes. the matching is done on email address to determine if they are not in your database.
if someone already in your database (based on an email match) fills it out, their record will typically be updated unless you've blocked field updates for a form fillout in admin for certain fields.
