Form Flow Steps for a non-Marketo webpage

We have a form that is going to be used by multiple webpages that are not built in Marketo.

For each page we need a flow step to trigger an email alert to someone.

Each alert will be different based on the webpage.

The same form will be used for all.

Anyone know how to do this?

In this context the Referrer is the full URL of the page hosting the form.
