How do I send two different emails depending on recipient language?

What would be the best way to send out two emails based on customer language under one program? 
I'm currently using default program, but it offers less functionality on AB testing and suchlike. I have two different emails, HTML Coded, that i segment using a smart list in my program so that my English customers get the English version and my french customers get the french version. 

Thoughts?

Generally, either Dynamic Content (UI-driven content differentiation by segment) or Velocity (code-driven). Not wholly different email assets.
