How does Custom HTML work in forms?

Hello community!

We are interested in the custom HTML option in forms. However, will this custom HTML "form" appear when the person has filled that form or in case we have that person's email on the database already and that person is "known" due to the Marketo munchkin cookie?

Known Visitor HTML ("If known visitor, show Custom HTML") is shown in any case where the pageview is associated with a lead in the database.

This could be because they filled out a form (any form) in that browser or clicked a tracked link.
