So, Marketo allows you to decide whether or not a campaign obeys communication limits:

It would be nice to be able to set this for emails generated by an Engagement Campaign when you are testing it.

We look at the email ID to determine whether or not the email has already been sent.  So changing the title of the email will not allow it to be sent again in the engagement engine.  You need to clone the email so that it generates a new email id.  Deleting and readding the lead in the database will also work.

As someone also developing an engagement campaign, I've run into the same issue.  It's not because of the communication limits, it seems, but rather because Marketo can tell when a certain email has been sent already.  The solution suggested to me was:

1) Either rename the subject line of the emails. OR
2) Delete the test lead from the database and re-create.

Communication limits do not apply to Send Test or Single Flow Actions.
