Log changes to Workspace/Partition assignment in Admin audit trail

The Admin audit trail logs creation and deletion of workspaces, but it does not log changes to the assignment between workspaces and partitions. It would be useful if changes to the assignment were logged and visible as a security measure to help accountability if there are multiple admins in the instance.
