Can we make Marketo to create new leads every time for each form submission? For organization with multiple products each inquiry can be related with different products and there will be a need to maintain and nurture each lead individually.

OOTB the system de-duplicates based on email address upon form fill; you can have this default de-duplication key changed to another field or a composite key for de-duplication (e.g., Email Address + Product Name) by reaching out to the support. This is a use-case of purposeful duplicates and I'd suggest going through the intricacies of having duplicates in Marketo as things can easily get out of hand if not handled/managed properly.
