I'm afraid that we'll need more details about your setup here! When you say Marketo is not pushing leads into the campaigns in SFDC, do you have the respective Marketo program and the SFDC campaign connected via the native program - campaign sync functionality, and if you're not using the OOTB Marketo program-SFDC campaign sync, are you using Add to SFDC Campaign/Change Status in SFDC Campaign flow step(s) to add people in Marketo program to the SFDC campaign?

Just FYR, with the Marketo Program and SFDC Campaign linked with each other via the native sync, you'd need to update the correct Program status for people in Marketo using the Change Program Status flow step and the person would be added to the Campaign with the corresponding campaign member status in SFDC.

Also, if the record does not exist in SFDC, it'd be created as a net new record in SFDC. This is an example of implicit sync, w/o it or w/o the explicit syncing (syncing person using the Sync Person to SFDC flow step) of Marketo-only people over to SFDC, they'll not get created/synced over to the SFDC and will remain in Marketo only.
