Merged Records and Smart Campaigns - What's the expected behavior?

I'm noticing that when a record is automatically merged by Marketo, if one of those records was actively running through the flow steps of a smart campaign, it stops running through the flow steps. Is this expected behavior? 

Also, I'd love any advice on how to trigger a campaign based on a merge or on a field value that changes because of a merge. I'm not seeing how to do this.
