Provide a feature for system admins to email the platform users announcements through the tool.

As the platform Admin, I periodically need to send updates or announcements to my users.  It seems silly that I have to use outlook to send those communications, when Marketo has templates and the email addresses of all of the users.  It would like to be able to send Admin emails to users through the tool.
