Recommendations to detect IP blocks

Any recommendations on smart lists/reports to detect possible IP blocks based on hard bounce emails? I currently have the following smart list set up:

Email bounced

-category 1

-in past 30 days

-at least 3 times

Not email soft bounced

-in past 30 days

Look for Email Bounced Reason CONTAINS "Your IP"

What would you do with that though? I see that all the time and we'd only call major customers to request a whitelist.
