Report: Folder = Filter (and that's bad)

If you create a report in a folder underneath a program, e.g. an Email Performance Report in a folder named "Reports", that report filters by default on all emails in that folder. But usually there are no emails in the folder "Reports", so the report comes back empty.

I know that a lot of Marketo users organize themselves this way, so it would be much better if the filter on that report would default to the program and not to the folder underneath it.

This behaviour came with the UI refresh after Sky.
