Sales Insight Actions - all records in Marketo?

Hi - I am diving into Sales Insights Actions and curious to know if all leads entered in SFDC have to also be in Marketo for Sales to send Sales emails in SFDC. 

One of the issues we face with standard MSI is that if Sales enters leads manually into SFDC, they aren't automatically synced to Marketo causing usability issues.
