Segmentations always show in "cascade" order

Segmentations function in a waterfall fashion so that a person can only be a member of the first segment for which they qualify. In some views of segmentations these appear in the order in which people can qualify, but in other views it is alphabetical. The segments should always be listed in the order in which people qualify for them.
