Segmenting database and emailing segments

I do weekly email campaigns to various segments in my database. Some of these segments are based on job titles and some are based on geo - location (city, state, etc.).

Therefor an individual can be part of multiple segments. For example, a person who is an HR Director (Job Title) and lives in Sacramento (Location) would receive content in their email related to the job title HR Director and the location Sacramento. Another person who just falls in the Sacramento segment (and is not an HR Director) would only receive Sacramento related information. Any thoughts on the best way to handle this. Is there a way to do one email that pulls all segment specific information into each email.

If you need to combine/permute segments from different segmentations for the same content block, you need to use Velocity.

Not the Marketo brand-name Dynamic Content™ as that's based on segmentations. A person can only be in one segment per segmentation at a time, and a given block of content can only correspond to one segmentation.

But lower-case dynamic content, as created by Velocity scripts, can consult multiple segments simultaneously.
