Segments: Allow Wildcards in Location Targeting (Zip Codes)

We do a lot of specific geographic targeting. Targeting every single zip code (or postal code here in Canada) can require some huge lists.

It would be useful to use wildcards within the zip/postal codes to reduce the size of our lists.
