Sender score impact

Hi,

I have a campaign list of 70K emails that I wanted to email.  When I checked how many of them have opened an email within the last year, only 30K.  Should I email the entire group or only email the group that has opened an email within the last year.  I'm worried about negatively impacting my sender score.
