I have been looking at this flow for 20 mins and cant see why its not firing. 

People who download content via those forms are being excluded despite not having request a demo in days or months.

Can you show the ActLog for someone you believe should have qualified?

The next page looks like more of the same, the campaign "00. Stamp Routing Conversion Value" never shows up...

Are you able to share a snapshot of your test record's activity log?

 

And, do you see this campaign queued in the Campaign Queue? This could happen if there are other higher-priority campaigns still processing or waiting to process because of high loads.

 

Lastly, the Not Filled Out Form "Demo Form" in the past 10 minutes filter would let people who've not just filled out the form anytime but also the people who filled out this form 10 minutes before (i.e., should not have filled out the form in the past 10 minutes), so to sum up, just the people who filled out the Demo form in the past 10 minutes would be excluded.

Thanks! That's the way I intended it to be, so it looks like the logic is right. Sent a screenshot in my other reply
