Smart Campaign Transferring Records to Static List

I am using a smart campaign to transfer records from one static list to a subset static list. 

The smart list is:

The flow is to add the records that qualify into another static list.

Under the schedule tab,  the smart list status says "Set to affect around 899 people (may change over time)". When the I run the process, only 834 records make it into the smart list. I cleared out the static list and ran the process again. This time, only 799 records made it into the smart list.

 

Not sure why this is happening... the smart campaign settings are set to "Each person can run through the flow every time".

We'll need more info: the Advanced Filters aren't shown here, and need to see the lead details for someone you think should've qualified, but didn't. Chances are very strong that your filters just don't match that lead's reality!
