Smart Campaigns should not ignore communication limits by default

Communication limits are basically useless because all Smart Campaigns ignore them by default. By default, all Smart Campaigns should block non-operational emails once the Communication Limit is reached. Ignoring the Communication Limit should be a special exception. This prevents accidentally over-emailing.

By default, all smart campaigns should block non-operational emails once communication limits are reached.
